State Executive Branch Master Contract Signed

SEA President Gary Smith and Governor John Lynch signed the new State Executive Branch collective bargaining agreement. SEA and the State have completed the formalities for the new 2010-11 Master Collective Bargaining Agreement for the State Executive Branch.

• The Legislature's Joint Committee on Employee Relations was briefed on the new contract. After a few questions, the Committee unanimously voted to approve the contract.
• Members of the Bargaining Teams gathered in the Governor's office for a formal signing ceremony.

SEA members will receive copies of the amended contract language in the upcoming weeks.

Next on the agenda - the incentive-based health care pilot program is being launched today. Informational sessions will follow soon.

For state employees with dependents up to age 26, the contract includes a provision allowing employees to continue state health care coverage for dependents who were both (a) covered by the plan as of May 1st; and (b) would otherwise have been terminated from the health plan after reaching age 19 or because they were no longer a full-time student.  However, employees affected by this provision may have already received notices that their dependents' benefits have been terminated. If you are affected by this provision, the Division of Personnel is coordinating the transition; you can call them at 271-3262. If you need additional help accessing this contract benefit, please contact your SEA Steward or call the SEA office at 271-3411.

During the legislative hearing, Master Bargaining Team Chair Diana Lacey asked the Committee to reflect back on the last year. She asked that the parties come together for dialogue before the next round of negotiations begins. "We know the State is facing some pretty serious issues," she said. "We believe an open dialogue is a very important thing to do if we're to work through these tough times together."

Senate President Sylvia Larsen indicated her support for that dialogue and thanked the employees for their hard work on reaching an agreement with the State.

That next round of bargaining will begin soon. A collective bargaining survey will be sent to SEA members later this month. Elections for the next Collective Bargaining Team will take place later this summer.
